I would suggest that if you are going to do this, you treat a NEUTRAL that
resulted from ?all at the end of a record from the NEUTRAL that matched a
mechanism in the record.

The reason for this is that domains that send through shared MTAs that do not
have mechanisms in place to prevent cross-customer forgery (this is essentially
all of them today) should not be giving PASS results to mail from the shared
MTA.  Thus a record like:

"v=spf1 a ?mx ?smtp.isp.net include:webmail.isp.net -all" 

is a good an valid record.  This is very different than an e-mail from
[EMAIL PROTECTED] that got a NEUTRAL result becuase it fell of the end of AOL's
record (almost certainly forged/spam).

Since there is so much more spam than ham in the world today, if these two
catagories aren't separated, then the valid uses of NEUTRAL will likely get 
swamped.
