When you have, get someone to note it on your bugzilla account
and then we can apply your patch.

BTW, I think it would be interesting if your patch looked for spammer
characteristics in SPF records.  The main one I have noticed is
authorizing an entire /16 network (or more) like "ip4:a.b.c.d/16".
I have seen legitimate email go as high as /22, though, so I think
we'd want the test to only be for /16 or lower (/15, /14, etc.).

However, "~all", "?all", etc. do not appear to be good spam signs.
