It could be done with all domains that have been flagged as safe (not a 
spammer) AND are older than 
90 days. The database could then be built quarterly or monthly at most by a 
central machine and 
distributed to SA machines for local use.

Since spammers tend to create new domains and throw them away quickly they 
would not cause the 
database to grow rapidly.

If it were possible it would be handy to be able to manually add new known safe 
domains under 90 
days of age but that might be asking too much. Even with manual additions it 
wouild be very 
reasonable that there be a waiting period of a week or month to make sure they 
are new spammer 
domains. This might simply be automatically taken care by the build being 
monthly.

It would certainly be good to have a spam trap that watches for domains that 
are in the database which 
are getting very spammy and then removes them. Then they get automatically 
added back in at the 
next built if they behave properly. That could be done automatically.

Then the rules could be:

score DOMAIN_IN_SAFE_DATABASE -2
score DOMAIN_NOT_IN_SAFE_DATABASE 2

By having both rules users could adjust the setting to fit their needs. I think 
that I would set it up like 
that to start.
