Eh? I can't imagine any platform SA could be compiled/executed on that
wouldn't have strcmp, and have it working identically to that on any other
system.  (Well, and Ebcdic-based system would give a different colating
sequence.  When was the last time you saw an Ebcdic-based linux/unix
system?)

The problem functions are strcasecmp and the ones with lengths.  These have
different names on different platforms.
