I actually don't like it. I noticed it before but forgot to look into it.
If the rule is going to hit on every message, unless it hits another DKIM policy
rule, there's no point to the rule.
I would like to revert to only triggering the rule if there is reason to believe
that the sender actually uses DKIM.
