Please see Bug 5332. The policy records are pretty much useless today, nobody wants to claim anything more than 'signs some mail', which is a default anyway. I recommend setting the score of the following rules to zero (instead of .001): DKIM_POLICY_SIGNALL, DKIM_POLICY_SIGNSOME, and DKIM_POLICY_TESTING.
