I don't know about that.   If OE detects

type this in your browser: foo.com/bar/baz 

as "http://foo.com/bar/baz";, then we should too, since we want to be able
to apply our existing rules to that format.  (this includes WIERD_PORT.)
Otherwise we create a hole.
