For reference, I consulted the URIBL list, and one of the URIBL admins (Dallas)
agreed in that removing geocities from the skip list is a waste of everyone's
cpu time.

To quote:

"Yup.  Really at that point, they'd be better served with writing a uri 
rule since its just one domain."

And I couldn't agree more.

So, if you really want to penalize geocities.com

uri URI_GEOCITIES /geocities\.com/i
describe URI_GEOCITIES has a geocities URI
score URI_GEOCITIES 0.25

As a bonus, you won't be wasting time on DNS lookups, and it will stay in place
even if URIBL delists it.
