we monitor Habeas' performance using our rule-QA system, same way as we monitor
any rule's performance.  right now, the current stats are:

0.00000   0.0002   0.3610   0.001    0.60    0.00  HABEAS_ACCREDITED_SOI  
0.00000   0.0002   0.0587   0.003    0.52    0.00  HABEAS_ACCREDITED_COI

that's 0.0002% of the spam corpora hitting the HABEAS rules -- specifically, 3
messages for each rule out of the 1.6m-message corpus.  As far as I'm
concerned, that's reasonably acceptable...
