Let's just go ahead with committing as jm suggested in Comment #153 and make the manual adjustments after that in separate commits each with explanations. RCVD_IN_PSBL I suggest 2.7 for both network sets. Adam Katz in Comment #153 makes a good argument for reducing those rules to informational.
