Perhaps we should explicitly exclude known sketchy senders like freelotto.com from HABEAS_ACCREDITED_SOI. This would allow us to more easily monitor for clear violators by not being distracted by the common FP's. Exclusion in this case only brings the listed back to neutral which is pretty clearly a good idea. Any objections?
