Just guessing: perhaps it broke for reasons described in Bug 6228 (Bayes.pm module moved to become a plugin), but I don't know why that line was there in the first place. It is not in spamd, not in amavisd, not in spamassassin. The only use of 'new Mail::SpamAssassin::Bayes' I can find in sub signal_user_changed() in module SpamAssassin.pm.
