Do you have WLBLEval enabled?Not explicitly. Is that necessary if the debug output says it's loading?
Just trying to figure out why the rule might not be hitting for you.
If you don't have loadplugin Mail::SpamAssassin::Plugin::WLBLEval in one of your pre's, you likely have it disabled.
