At last I went through build/announcements/PROPOSED-3.4.0.txt and changed most of my shorthands/itemizations into a (hopefully) more readable prose. It is longish, please feel free to re-edit it in any way you (all) see fit.
As far as the code is concerned, I think it is ready for rc3 and the final release. Mark
