The purpose of this mail is somewhat unclear to me. Yes, I am a
developer, but not a dev of SA. So I have to ask..

This email tells the developers the current state of RuleQA, the AI that
automates the score assignments and publication of a subset of the SA
rules. It means the scores of some rules won't be perfectly reflective
of the current state of email (though it's only been a few days so
that's not really an issue).
The information is meant for the people who have access to the server
that RuleQA runs on, so don't worry about not understanding it.
