Using the shared drive for SA up on the ASF's Google Workspace instance, I have
created a SA 4.0 dir and created docs for the UPGRADE and announcement to see
if people can collaborate on them.
I also put the links in the svn files and they have comment access for anyone
with the link.

At work, we've been running 4.0.0 for many months now but there's been a lot of
changes recently so I think we have a few more weeks while people look to shake
out bugs from the pre-releases. I also want to change the compat for WLBL both
with and without the racially charged language. We've been discussing a test
plan and scheduling for that.
Great to see the momentum on this and will work on the documents. -KAM
