I'll clarify that in order to test the prerelease properly, my firm is discussing a test plan and schedule to implement it in our production environment both with and without the compat for racially charged language. We will be changing the config option on our implementation to test the code. Second, your statement about discussion is not accurate. This is an open source and open development environment. Anyone can work on code and submit a patch. Only committers can commit code and discussion doesn't need to occur beforehand. In fact, some projects like Apache SVN let anyone commit.
