This fix is not reliably working. It might be a matter of which version of
cpanm, or that I tested wrong when verifying the fix, but it still does not
work in my recent tests.
The alternative solution I'll go for is to conditionally require NetAddr::IP in
Util since it is not needed by the functions that are called by Makefile.PL in
the early stage, and it will be installed as a required module during the next
stage of the installation.
