-1 for the AS-IS SPIP due to the lack of pure Java implementation as described in `Appendix E. Alternatives considered` section, Item 6. Since this is a new data type, we need a safe fallback option to survive from any future issues from 3rd-party libraries.
Although there are another concerns in the details (like Performance, Parquet, Arrow), the above is the most blocking factor to me to block this vote.
