Really this should be a `union` of two types: `OtherAccessControl`, which
lacks a `name`, and `UserAccessControl`, which requires `name`.
It's invalid to have `type == AccessControlType.OTHER` and with a `name`,
or to have `type == AccessControlType.USER` without a `name`.
