Storm-core shades its dependencies so we avoid locking users into using the same versions of dependencies as the Storm daemons will use. The way to change storm-core (and shaded dependencies) is to upgrade the cluster.
By contrast "external" modules like storm-kafka-client are included in the user's topology jars. We don't shade external module dependencies for a few reasons, mainly that we want users to be able to upgrade the dependencies independently of the jar. For example, storm-kafka-client can be used with any version of the Kafka client libraries from 0.10 and up because the KafkaConsumer/Producer interfaces are stable, so we don't want to package the 0.10 Kafka libraries with storm-kafka-client. Instead we declare a dependency in the storm-kafka-client pom that users can override if they like. Since we generally want to be able to support running older topologies on newer clusters, we don't want to couple the external modules like storm-kafka-client to the storm-core version. Making storm-kafka-client use the shaded storm-core dependencies directly would mean that we couple storm-core's dependencies to storm-kafka-client, which means that any time we change storm-core's dependencies we might potentially be introducing a breaking change for topologies that use the external modules as well. For example, let's say that you have a topology for 1.1.1 that uses storm-kafka-client that depends on commons-lang in storm-core. In 1.2.0 we decide to replace commons-lang with commons-lang3 in storm-core. Now your existing 1.1.1 topology won't run on a 1.2.0 cluster, because storm-kafka-client expects the shaded commons-lang classes to be there. Regarding the commons-lang version, I agree that it is old.
