The retry of this patch happens only if the assignments read by supervisor
were inconsistent in supervisor's perspective (i.e. multiple topologies have
the same node+port).
In retrying case, supervisor does not launch/shutdown workers because
read-assignments returns unmodified existing-assignment. Because
synchronize-supervisor is called every 10 seconds, the retry interval is 10
seconds as a result. I think it is not too quick.
