There is not a must for a single PPMC member but the PPMC as whole.

But in summary, the (P)PMC manages the project (incubating or
top-level), decides its direction, manages trademark and branding
issues, invites active contributors to the team, and more, to develop
a diverse and vital community.

In this thread, deciding the (initial) PMC membership if StreamPark
graduates to a TLP is a topic and the PPMC should take the
responsibility to answer this question.
