Not really sure how to respond to the "...if it is more important to the [sic]
Apache..." rant, since a genuine effort was being made to understand your
problem. An initial response was made within hours of the bug being opened, but
it's taken you nearly two weeks to add any feedback, which basically just
amounts to bile.

Setting <prefer-web-inf-classes> to "true" only (potentially) changes the way
that web application classes are loaded, it doesn't affect the rest of your
application's modules (I'm talking about J2EE app modules here, not Struts
modules). It's a *very* simple thing to try and it'll either work or it won't.
