(2) Prevent generation of invalid XHTML by the standard Struts tags. Goal (1) is interesting in theory, and we've responded to bug reports that tag "foo" is missing standard attribute "bar". But it has nothing to do with goal (2), which was the original reasoning for banning non-standard attributes. As this goal is also one espoused by quite a number of Struts users, I don't see a reason we should relax the stand on adding nonstandard attributes directly. As for adding something like <html:attribute>, I think it is definitely bad policy to hand developers a loaded gun aimed at their feet -- and likely to break trust with users who depend on the Struts tags to prevent just such abuses.
