I'm just saying the infrastructure we have now for Action 1.3 doesn't prevent anyone from doing a single plan that covers all the "Action 1" JARs, as we did with 1.3.0. There is one 1.3.0 plan, and we could also call for one quality vote on the 1.3.0 build, without doing *any* additional work. I don't even know that we need a 1.3.1 build yet. I haven't called for a vote on the 1.3.0 build myself since my work schedule won't permit me to provide the level of support a GA release deserves.
