I figured it out. The xwork-2.0-SNAPSHOT.jar that automatically gets downloaded is out of date. It does not include a number of classes and packages that are needed by Struts2. I fixed this by downloading and building Xwork, then running the Struts2 build. I would guess that active S2 developers have downloaded and built their own xwork from the most recent sources, and therefore have not encountered this issue. Could a note be placed on the S2 page where it talks about building S2? (http://struts.apache.org/downloads.html) I'd be happy to write the directions. I just don't know how that page is generated, and whether I should just edit the page and who to send it to.
