But tiles (or any other current apache project for that matter) wouldn't
have to go through the incubator - right?

Part of the incbation process is setting up the web site and mailing
lists and repository and all that.

If the idea is that JavaWebParts, Scopes, and Tiles will form the
initial codebase for the new TLP, then it might make sense to merge
everything together in the incubator.

The incubator doesn't have to be hard. The first tip is to be sure
that there are three incubator PMC members in the group, so that we
have a built-in quorum . The second tip is to prepare incoming
codebases for incubation *before* making the donation.

The key preparation items are resolving issues with author tags,
copyright notices, and any dependencies on products with aggressive
licenses. If these items are handled before the donation is made, then
the ASF has a clean providence from the git-go.

Incubation is run by a checklist. Complete the checklist, complete incubation.
