I'm also for standardizing, but this time I'm not sure how this fits with the whole architecture. XWork is able to work without Struts, and Struts depends on XWork. So make XW aware of S2 is a kind of circular dependency. I'd rather prefer to make the property names plain (ex: struts.devMode -> devMode)
