We're not constructing sentences, it's not even structured as a sentence in English since it lacks the "and" before the last list item. It'd probably be better to present a label and then a new line separated list of specifics. But we're not supposed to put lines breaks in error messages. Making one message per possible combination of reasons is going to be more annoying to translators than what we've done now. If you have a better idea I'm listening.
