Tools - Options - Appearance - Smart tags lets you customize the smart
tag underline color.
There are no different categories of smart tags. How do you want to
categorize them? The only reasonable way to differentiate them would be
to let the user choose a different color for each smart tag type in the
smart tag options dialog. But what about regions of text, that are
covered by multiple smart tags (which of course is possible)? I'd opt
for 'keep it simple'.

Why choosing the MS way ? Comparing to usual ODF self-explanatory xml
tags, these FL things sound odd ?

No justification, just an explanation ;-)
This whole MOSTL stuff is *not* part of the smart tag API. It is just a
*sample* implementation of a recognizer/action pair, which is able to
evaluate MOSTL xml files. So feel free to define your own smart tag
defining xml scheme and write a recognizer and action for this scheme.
