HI Francesco, 

Thanks for the time spent. The pull request is meant just as a convenience, 
easy web review and checkout/test until we make the patch just right.  

RAT complains about artifact introduced in the build by inherited plugin 
configuration, not by the code itself, so it's mostly artificial, but needs to 
be fixed.  

I've added responses to each section for easy tracking: 

1. This needs a discussion. The way I see it is to have two - 2 debian 
packages. One for Core and one for Console. Working on this I've stumbled on an 
issue, possible bug in jdeb that makes this impossible. I've reported the bug 
https://github.com/tcurdt/jdeb/issues/178
2. All files contain the ASF header, except for files that have a fixed format 
and can't contain it. I've marked them down as such. 
3. I did it because maven-war-plugin configuration was inherited and failed my 
build because of missing legal_ext
4. deleted README
5. Great

I'll try to make deb building part of official core/console.
