Most projects (TLPs and Podlings) will send out an email to their dev@ mail group with a draft, typically by the VP or someone who's leading the project. Other members will comment as appropriate.
For the incubator in particular we use the incubator wiki to manage the report, since we have so many people touching it (there's typically 10 podlings per report). The podlings should decide on the contents before putting up on the incubator wiki. Mentors will then need to review the wiki contents and sign off on them.
