Getting involved in Google Summer of Code through Apache is a good way to start, as I've mentioned before. You'll need to come up with some self-contained projects that have value and can be done by a new comer to the project. Maintaining an up-to-date list of these (use the wiki) wish-list projects should help. Standard practice is also to describe these in Jira.

The other half is just outreach. Taverna's been around for a long time, so you have collaborators and users who you can engage. Hackathons + hangouts would be one way to engage. You want to get the message out that Taverna is open for contributions and, more importantly, open for people to have a full say in the project (as PMC members).
