Announce hangouts on the dev list and record them. Be sure to capture discussions in Jira or on the dev list.

Hello,

Some ideas.......

1) Resurrecting the old Taverna Mobile app would be a good summer of
code project. Touches lots of the infrastructure without having to be
too much of an expert in the Taverna codebase itself. The original
https://github.com/myGrid/taverna-mobile and my (unforked sorry)
idea/gradle version https://github.com/ianwdunlop/tavernamobile

2) Might be an idea to have a hangout soon to discuss the state of
play so far with the apache move and what needs to be tackled next. A
show and tell rather than a request for people to do stuff. A monthly
or bi-monthly developer hangout with a simple agenda and no more than
an hour long just to show the community that the project is alive. It
doesn't matter if there isn't a lot to say, just having it on peoples
calendars is enough for now to keep the community interested.

Cheers,

Ian

Also, you need to have more software development discussion on
the developer list.

Getting involved in Google Summer of Code through Apache is a
good way to start, as I've mentioned before. You'll need to
come up with some self-contained projects that have value and
can be done by a new comer to the project. Maintaining an
up-to-date list of these (use the wiki) wish-list projects
should help. Standard practice is also to describe these in
Jira.

The other half is just outreach. Taverna's been around for a
long time, so you have collaborators and users who you can
engage. Hackathons + hangouts would be one way to engage. You
want to get the message out that Taverna is open for
contributions and, more importantly, open for people to have a
full say in the project (as PMC members).
Messages will longer to propagate than you think even allowing for
this rule. In a way, it's a mark of success that most users don't
look at the project every day/week/month (the shock! of it).

You'll need to keep saying "Apache Taverna" and get the most
engaged users to say it then ...
