The other half is just outreach.  Taverna's been around for a long

message out that Taverna is open for contributions and, more
importantly, open for people to have a full say in the project (as PMC
members).

Messages will longer to propagate than you think even allowing for this rule. In a way, it's a mark of success that most users don't look at the project every day/week/month (the shock! of it).

You'll need to keep saying "Apache Taverna" and get the most engaged users to say it then ...
