Resolved by 7d5d517070a46961e18f29d7a7e47a41467c7949, 42b965006ef7fc8231b57fb255f28c2bee1d5281, b32810fc272870c9b541dd09c5667741ec2b2de4, f2f9e75978ef3c3a96b9fd0810f70f74a7806861, and 8403836911212fe712d825992ba139fd57e58ff1. These add a new validation module, `atr/validate.py`; a script for command line checking, `scripts/integrity_check.py`; an admin route, `/admin/validate`; and validators for `Committee`, `Project`, and `Release` objects.
