   do you really want to work on third party distribution (maven Central, 
npmjs, Dockerhub, etc...) at the same time as ASF official distribution area?
   
   I personally would have expected to split the Distribution in 2 steps 
representing 2 very distinct expectations and complexities:
   1. official ASF distribution area is near done and classical , even if much 
more tracked in depth by ATR than historical dist
   2. third party distribution platform, aka "convenience binaries"
   
   Official ASF distribution area is near done and classical in existing 
release policy, even if much more tracked in depth by ATR than historical dist
   
   Third party distribution is just starting with one format (Maven repository) 
and one target third party platform (Maven Central): just this one only will 
require step by step work.
   And other technologies and target platforms will require next steps.
   
   IMHO, making an explicit split would help short and long term delivery of 
feature.
