1. I agree that the classic steps are covered.
2. We want to make distributions be part of ATR release for reasons like
these:
- We can attest that the ASF project made this distribution as opposed to
one copied and possibly altered.
- We are assured that released modules are in place before the
announcement.
- We can assure that staged packages are available for voter testing.
The plan will allow for us to copy existing GHA techniques for all
distributions. This should make it easy to learn from the PMCs that already
support these distributions.
