If nobody is approving it, and it's just documentation about decisions that PMCs are making for themselves, then I assume that means that we should allow any PMC to configure committers to be release managers? Infra receives a JIRA issue with an email thread where the PMC shows consensus to allow committers to "promote" Releases.
