1. On the Start Release form:
- Add the ability to designate 0 through N Release Managers who will
have that role for this release.
- Entry should be by typing the `asf id` or picking from a pop-up.
- This form defaults from the project defaults and saves with the
release metadata.
2. The form can also be on the Project form as overall metadata this will
allow this to be set by `.asf.yaml` in the near future.
3. This list is used by the permissions being setup in #523
