What platforms do still need tcsh? From my understanding you can use
--with-use-shell=bash on every supported platform, just that tcsh is
still configure's default.
Maybe my impression was wrong here. I considered tcsh still essential for the build as it it still the "common" shell in Hamburg build enviroments.

So from my understanding the migration from tcsh to bash is already
done & working, or am I missing something? Does any supported platform
still depend on tcsh?
Interesting question. It seems it is not, as mst claims to have build OOo without having even a tcsh on the system. However, pretty much every doc on the wikis on how to build OOo still claims to require tcsh.

Or is it time to finally change the default to bash (and maybe even
drop that configure switch altogether)?
+1

Have Fun,

Björn
