The second list ( https://cwiki.apache.org/confluence/display/TRAFODION/Contributors) identifies the contributors who have gone the extra mile (show commitment) and registered themselves and send in their iCLA to the secretary of the ASF. These contributors have some privileges (e.g. being able to create and update wiki pages).
Being in that list is a pre-cursor to becoming a committer (get commit privileges).
