Hi,

Would this be a reasonable definition of a contributor then

a) Has filed an iCLA
AND
b1) submitted a patch
b2) created or is working on a JIRA
b3) worked on documentation, presentations, release management (anything
else?)

I do feel simply filing an iCLA may not make someone a contributor. There
has to be some contribution or intent to contribute.
