IMHO its much better to have a more than just the JIRA number in the
commit log. Doesn't have to be a long explanation, having "Fix
TUSCANY-xxx," followed by the one line heading from the JIRA is what I
do and that doesn't seem particularly onerous but gives enough to
easily get an idea of what the commit is for.
