ant scripts don't package Tuscany runtime into war files

The travel sample build.xml files are currently building war files without a
packaged Tuscnay runtime. This means that the war files won't work. This
problem affects the following directories under travelsample/contributions:
creditcard-payment-webapp
currency-jsp
currency-servlet
