The Tuscany binary distribution is for the standalone deployment. Therefore, 
the servlet/jsp API jars should be included (i.e., using compile scope instead 
of provided). These jars should only be excluded for the WAR distribution, and 
we can use the assembly plugin to exclude them instead.
