That simply is not the case. The standalone environment doesn't support 
implementation.web or JSPs. Implementation.web doesn't work in the standalone 
environment as it is for webapps, which applies to both the WAR distribution 
and the webapp runtime, neither of which should be having transitive 
dependencies on APIs which are already part of the environment.
