Ant,

Your fix does not work.  With the current trunk build, I end up with same 
problem with Implementation-Web-Runtime that was listed in the original JIRA - 
so that the PDE environment is simply missing javax.servle.jsp and 
javax.servlet..jsp.tagext

How do you expect these dependencies to get into the PDE environment?
