The fact is, at the system package level you care more about correctness than speed. rm is statically linked and if it's AWOL you have bigger problems than OO.o. OTOH OO.o binaries can and will misbehave sometimes. Systems like Fedora Core Devel (Raw Hide), Mandriva Cooker... survive because even if most apps are terminally broken in early alpha stages the software management core is much smaller and works at all times.
